Yes.  It is explained in an article permanently available in the group
news.announce.newusers.  It is one of the "answers to the most often asked
questions", and is kept there so the question doen't have to be asked/answered
so often.  If the article isn't available at your site, complain to your
news administrator (who could probably have answered the question in the first
place).

If all else fails, e-mail to me and I will mail you a copy.
