The problem I described with "normal" users was as follows:

1) PRIVILEGES were NOT the problem.  I changed my "regular" user to
   have FULL privs.

2) UAF limits seemed to be the culprit!    I changed ENQLM from the default
   of 10 to 30, and that did the trick.   Don't ask me WHY, but that's
   the scoop....
