A civilian space agency. Look at the 'political' side of the story. The military has always been at the top of the budget. If NASA can suck up some military $$$, in return for toting a few 'eyes in the skies', isn't the tradeoff worth something to the 'civilian' or scientific communities? Is there no valuable research flowing into the civilian sector due to the military presense? I think NASA did what they had to do: sell out to stay alive. NASA has not been 'politically' valuable since the Apollo project landed on the moon. Anything to get funding in the door has been needed for 20 years now. -j -- J.
