This exists in California at least in 213, 818, 415, 408; New Jersey (201,609); and recently it was noted in the Digest that 1+7D within 313 area in Michigan will reduce to 7D (preparing for N0X/N1X there?). I noted years ago that 1+ was not necessary on pay phones on 475 and 478 in Delaware (302).
