I have a few questions ragarding 16-bit character set. 

(1) Is there a standard on 16-bit character set and what is the
difference between this and T.61 character set, and T.61 String in ASN.1? 

(2) Can T.61 String support Asian languages (eg Japanese, Chinese, etc)?

(3) Is there any X.400 implementation out there that support routing
using T.61 String in O/R Addresses, eg for Asian languages?
