I'm pretty sure this is utter nonsense.  A LIST can have any IFF entity
in it, including CAT's and other LIST's.  The thing that makes LIST's
special is their lexical scoping.

Has the problem with this been fixed?  I remember noticing that the 
early one created incorrect IFF files.
