Consider the case where you have three windows, 1, 2, and 3. 1 is on top, 2 is behind 1, and 3 behind 2. 2 is as big as the screen is, 1 and 3 are the same, but smaller than 2. Suppose you want to bring 3 to the front and that the windows have only one depth gadget. You click on 2, which brings it to the front, you click on 2 again to send it to the back, and then you click on window 3 to bring it to the front. If you had two gadgets; you click on 2's back gadget, and then on 3's front gadget and voila!! You see, it's really a matter of taste and the conditions which you get into. A good idea would be to have a flag, lets say in Preferences, that selects which type of gadget you want to use in your windows.
