Ok, here's my suggestion for 1.4:

I think that there should be a short delay before a submenu is displayed.
I think that this would give quicker and more accurate menus since I
could walk through a menu without all the submenus popping up and going
away. There should also be a delay before a popped up submenu goes away.
This gives me the ability to shortcut from the main menu item to a subitem
a couple of rows down. The Macintosh works like this and I think it works
ok.
