I couldn't find anything in the > HSC manual, so is it impossible? There is no way to limit access to a disk within the HSC. There isn't a good way to limit VMS's access to the Ultrix disks. I think you can SET DEVICE/NOAVAILABLE, but as soon as the VMS node reboots it will see them again.
