I like the idea of changing the sys file format to a .newsrc file format,
though I hope wildcards would still work so us lazy system admins can say:

comp.all y
comp.sys.amiga n
comp.sys.atari n
comp.sys.cbm n
comp.sys.ibm n
comp.sys.mac n
comp.sources.amiga n
comp.sources.atari n
comp.sources.mac n
comp.binaries.all n

However adding  the automatic .newsrc culling is not going to fly here. We
don't want users determining our feed.
