This is a weighting system, whereas STV is a priority system. If you don't under- stand the difference between weighting and priority, don't worry... you're in good company: the people who designed the UNIX scheduler didn't either. Trust me... there's a difference. Secondly, this is the most complex proposal I've seen so far, with no clear advantage over STV or even Alien Wells' scheme.
