Indeed this is a very bad sign for USENET.  I'm sure it's death is near.

Richard, if you don't get a NO! vote from Ron, I'm not sure that
unix.cis.pitt.edu will honor your (or Chuq's) NEWGROUP request.  I
beleive that a NO! vote from Ron is required by our local guidelines.
