first line of .newsrc contains  news.announce.newusers:
active entry for n.a.n has minart==1 maxart==26
articles 14-26 are online (13 articles have been canceled/superseded,
expire has not been run)

first-time invokation of rn/rrn.

rn (correctly) displays article 14 upon entry to newsgroup.

rrn displays skipping... and displays article 15; article 14 is
marked as read, and never shown.

Off-by-one error?
