This is in theory a policy decision that must be made at the world-wide
HQ of the organization.  If they don't know or care, and don't want
people to reach non-Canadian sites, then a .CA registration is reasonable.
If not, whether they would fall under .ORG or .COM depends on the type
of organization, and in that case I believe it is a requirement to have
MX's for them on the Internet.  I think a non-CA registration will cause
grief due to people trying to reach a branch office in timbuktu...
