Hershey, a mathematical physicist at the U.S. Naval Weapons Laboratory in Dahlgren Virginia. I have an old publication on them from the U.S. Department of Commerce/National Bureau of Standards. It says "NBS Special Publication 424" and the number PB-251 845 also appears at the upper right-hand corner of the cover, but I'm not sure whose number that is.
