I recently saw a demo of a product called "Print+" that is just what you're asking for. Users link to workstation-attached printers using 3P commands just like they link to server-attached printers. Takes something like 2K (!) of memory in the client, 30K in the Print+ "server", but participating stations also have to be running full NetBios.
