I was hoping Rick Beach would answer this, but PARC is still feeling the
effects of the big rock'n'roll, so here's a partial answer:

Yes, the panel sessions are being transcribed, and will be mailed out
to '89 papers/panels registrants and also (I think) to SIGGRAPH members
as soon as the transcribing/printing/etc. is complete, sometime before the
end of the year.  I don't know if they will be available for sale separately.
Rick should be able to give a more definitive ETA and distribution answer
once he's back on line...
