Thanks to all who responded to my request for arguments for and against
SCCS and RCS. 

It basically came down to *nothing*.

Use whatever you feel the most comfortable with, or have access to.

After my current project (which is using SCCS) I will probably switch to
RCS just because the source code is publicly available.  (Just as I will
abandon troff for TeX for the documentation).
