As a person who has read and enjoyed several of Ohio State CIS Research Center's technical reports, I would tend to disagree with this statement. I think the problem might be that the existence of these reports is not widely known, and I would also think that most readers of this newsgroup would be quite interested in hearing what these reports have to say. If some of the journal editors don't recognize the importance of this material, then that's an excellent reason for having an open forum such as this one, where new ideas can compete freely.
