This is a good idea, but it wouldn't go very far.  I don't think, for
example, that it could handle scroll bars, since there is no scrollbar
gadget (I know there's a prop gadget, scrollbars usually have a prop
gadget and a couple of boolean arrow gadgets).  The current gadgets are
at too low a level to meaningfully modify/customize/replace them.

Maybe this will be better in 1.4?
