Randy, memory prices have plummeted to around $35 per bank of 256k chips.  You
could bring your 512k machine up to 1.2MB for approximately $100.  Surely
either you or your department can afford that.  If not stick with System Disk
4.0 and don't complain.  Time has passed a 512k system by and there isn't much
else to do besides dig into your pocket.  
 
If you insist on trying, eliminate all CDA's and NDA's, they take up memory. 
The "missing" 1k of memory is probably the screen memory which isn't free
memory, but is allocated.
