Make the c: partition small (I've got ~500KB), and place only the DOS system files into that partiton. The c: partiton then is the bootable partition with the d: partition your user area. The advantage with this approach is having the ability to easily and quickly re-format the c: partiton (with new DOS) and not disturb the remainder of your data and program area.
