I have a TSR that does this most of the time, but naturally it doesn't work with Epsilon. I may have ver 3 instead of ver 4 (it's the first version in which EEL was like C rather than like lisp), but the last time I looked, the key redefinition facility did not include the ability to reassign Caps Lock.
