Even though I used the installer, it turns out it was the boot blocks.
I fixed it this afternoon.  What happened is I have Suitcase II and
had set it to open 99 DA/Font files.  This modifies the max number of
open files in the Boot Blocks to 83.  System 6.04 didn't like this so
I set it back to the default (10) and it boots ok now. Now I just have
to see if it will let me increase Suitcase II's limit again.
