I'm not sure if this applies to your case, but the only cause I have seen for that complaint is a TeX/LaTeX file with no line feeds. My version of TeX is running on an IBM/AT compatible under PCDOS 3.30. TeX files downloaded from Unix hosts frequently produce this error until I run them throughh something which adds line feeds to all CRs in the file.
