The problem with my serial ports seemingly not properly working with
CarrierDetect has turned out to be my own stupidity, as assumed.

The telebits modem has a register S131 which was set by factory default
to assert CarrierDetect all the time. Setting this register to assert
CarrierDetect only when carrier was detected has solved our problems.
