[1] He *is* trying to discourage anyone from doing either of these. People voluntarily subscribe to gnu.all because they desire knowledge of FSF activities. If they dislike these activities, they are free to reject gnu.all. If they feel for legal reasons that they are unable to receive these notices, then they should unsubscribe. You are welcome, of course, to try to convince the FSF that they should not engage in private political advocacy.
