Wouldn't having nntpd keep a history file of the articles it had
accepted that day give you both ?

E.g when nntpd processes an IHAVE, it checks to see if its in the
regular history file AND in its own history file. The nntpd history
file could be purged every time expire ran.

This way you could run the batches as slowly as you wanted without
getting duplicates.
