This was done because the connection between the CO switch of C&P (a 5ESS switch incidentally) is entirely C&P's cost if Sprint gets within 1 mile of the CO. If they are more than one mile from the CO it is entirely Sprint's expense to connect to the CO. Sprint indicated that it costs about $23/foot to connect from their fibre-termination equipment to the CO switch so that the savings in installation costs far out weighed the cost of leasing the space.
