The original version of Balance of Power would not work properly with expansion RAM. It only worked properly on an Amiga with 512K of RAM. I suggest you upgrade as soon as possible, to "Balance of Power 1990." This new version has lots of new features, and works well on Amigas with additional RAM. (Unfortunately, it seems to load itself entirely into chip RAM, so having Fat Agnus is a big win.) Alternatively, there are PD programs out there that will disable expansion RAM for you. If you disable expansion RAM just long enough to start up Balance of Power, it works fine and you can re-enable expansion RAM once more.
