That is essentially correct.  You cannot FTP to UB.CC.UMICH.EDU (35.1.1.80).
That's a Unix box that routes mail throughout campus.  No Anonymous FTP
for PD software.  The correct address is:
 
               HIM1.CC.UMICH.EDU (35.1.1.43)
 
which does have PD software.
