What do you mean by 'access' EGA under system V.3.1?  As far as I know
(I'm only an installation tech, so I may not know as much as I think) if the
program your user desires to use addresses (is designed to use) the EGA card,
it (the O/S) will definitely allow access.

I guess I need more information about what problem you are having to be able
to give a hand.  What's happening?
