If that application wishes to support this, then it should provide an interface.

For xterm there is a resoource that lets you set the cursor.

Xterm*pointerShape:	gumby

or from the command line:

% xterm -xrm "*pointerShape:gumby"

To set the cursor for other applications you will have to consult the
application's documentation.
