	Didn't anyone talk to this guy and tell him how to make newgroups
locally in C-news?  This is the second time:

	soc.singels soc.woman rec.sport rec.food were created,
	and soc.feminism was changed from moderated to unmoderated...

	Could someone please tell him how to do it?  I'm not a C-new person
or I would do it myself...
