The problem I have with this is how you define 'enough' -- sci.aquaria, for instance, had a large number of yes votes. Was it 'enough'? You can really only judge positive interest in comparison to the negative interest. 500 yes votes is definitely 'enough' if you have 10 dissenters. Is it enough if you have 500 or 600 dissenters? No, I still think that a 2/3 majority is the way to go if we're going to vote.
