Can you say "let's stuff the ballot box by putting lots of names > in?". Sure you can. You don't need to add up the YES votes for all the groups. Any single PERSON who votes YES for any of the names could be counted as ONE vote in favor of the group charter or topic. The vote taker could report the total number of ballots received, and the number of ballots that contained at least one YES vote.
