How about this for an idea...  Teachers are legislated back to work.  They
get the colleges' last pay offer.  The colleges, however, pay out amounts
equal to the teachers' last pay demand.  The difference goes to a group
that both sides despise -- the students -- until the two sides get together
and reach a compromise.
