I think it belongs with "The Fog" myself. It is a very nervous laugh (at least that is the feel I get from it) and I think that such a laugh would go better with "The Fog" in light of the nervousness that seems to pervade Kate in "The Fog" while she sings of the budding re- lationship and her desire to learn to swim.
