In Advanced Military Computing there is mention of the Functional Link
Net.  The net was developed by Yoh Han Pao, a professor at Case
Western Reserve University, Cleveland, Ohio.  They say that it learns
much faster than other approaches.

Does anyone know what the theory behind the net is, and/or any
references.  Thanks.
