As far as control characters are concerned, 8859 just states that 00/00 through 01/15 (0-31) and 07/15 through 09/15 (127-159) are non-graphic characters not defined by the standard. To quote from ISO 8859-1: 1987 (E): "Their use is outside the scope of ISO 8859; it is specified in other International Standards, for example ISO 646 or ISO 6429."
