You will need a SCSI board. For an RLL drive, you need an Adaptec 4070. They can be had for as little as $70. The connections are: 1) drive to Adaptec: (1) 20 pin and (1) 34 pin cable. 2) Adaptec to ICD: (1) 50 pin cable. 3) ICD to ST: Use the supplied 19 pin DMA cable. The software with the ICD will do all the formatting. However, I don't recall them listing Western Digital drives. You will need to know the head/cylinder configuration to format it. Hope this help.
