To change the software definition, you need (as root) to edit /etc/gettytab to eliminate 'hc' if it is set, then probably reboot. It may be that the cable from the modem to your serial port does not have the DTR/DSR wires connected -- we have this problem here -- the installers were told to do it, but didn't, so getty never sees the modem drop carrier, and merrily goes along, letting people into other people's accounts with great regularity.
