Ok, VMSNET would certainly not be Usenet because Usenet is only
comp, sci, talk, news, soc, rec, misc.

So there's no point in people using Usenet guidelines to say
that VMSNET shouldn't exist.  If they want to do it and can get
the feeds, more power to 'em.

This newsgroup *is* Usenet.  Clearly the topics the VMSNET people want
to discuss could in theory be addressed within the Usenet hierarchies if
they wanted to follow the rules.  For whatever reason, none of our
business really, they don't.  Fine, it's a free country.  BUT LET THEM
PUBLICIZE ELSEWHERE AS WELL.
