The USSR accuses Finland of shelling the village of Mainila, on the 
Finnish border, killing four soldiers.  They demand the withdrawal of
Finnish troops from the Leningrad border zone.  Finland denies the charges,
and refuses to remove her troops.

The port of Helsinki is closed to shipping.

Following a French announcement of an easing of restrictions on the
Franco-Italian border, Italy plans to give winter leaves to 300,000
troops.
