You can if you're the system administrator at a site. Worst case would be: the script doesn't run. User comes to you. You fix their .cshrc and explain. No problem. Now for scripts posted to the net, well, that's a different matter. Of course anyone *running* stuff from the net is likely to be savvy enough to install hashbang.
