Is this a good time to buy a copy of the draft spec from Global?  I
have a 1987 copy, they say their current draft was last revised in
1988.  I don't want to waste $70 on something that is about to be
superseded.  When is the final draft expected? are there liable to be
any substantial changes from the spec Global has?

I think this distribution system stinks.  Maybe the problem is that
ANSI hasn't handled a standard in which there is so much personal
interest before.  An individual should be able to buy a subscription
with periodic updates.
