When trying to install the csh-like shell (which needs arp.library, too), I ran into the same
problem; although arp.library was sitting there, it couldn't be found by the program.
After setting different pathes, moving it into other directories etc., I finally found
the solution.
Don't ask me why, but setting the archive-bit to arp.library ("protect arp.library +a")
solved the problem...
