As seen on PeopleLink and Compuserve - Yes, Steve has released VirusX 4.0.
It's best to get these sort of things from larger, guarded networks.
Remeber, Steve's official releases ALWAYS includes the source code.
THere's also been some reports that the initial 4.0 will not work with 
CBM's A590 HD, and possibly the A2091 interface.  Anyone confirm this
yet?
