Old cards wouldn't do this and if the default were slow then compatbility would remain. I suppose if the card were to initialize to fast and then be pulled and replaced by a slow card things would be bad, in more ways than one. Control Panel option could be set (similar to the Zip Chip initialization), but not put into battery backed RAM for the aforementioned reason.
