Could someone please clear up some things for me?

What is regis?  Is it public domain, shareware or commercial? 
And where could I get the Regis program.  I've already downloaded
the picture files from a BBS.

Also, is freestyle commercial or shareware?  I've heard some good things
about it.  Where could I get it?
